Surge uses a Full Heal, and Dizzzy hits Magneton with Hidden Power.
2 turns of Hidden Power and Magneton giving me free buffs with Thunder Wave into the Lightningrod.
A final Hidden Power takes it out.

Raichu gets a Quick Attack, but then Dizzzy snaps out of Confusion and finishes Surge off with Hidden Power.
