Thought I'd be clever and actually not pick Squirtle as a starter, so Blue would instead have Charizard as his ace and a few easier fights, but Blue as a champion would then have permanent Desolate Land and Primal Groudon. Plus, not having Wartortle early means harder early game fights. So I'll pick Squirtle for now.

I'm not too sure on the Cresselia either, while it is tempting to use it as it is a legend with good stats it is pretty weak and bad, especially compared to stuff like Skarmory.

For replacements, you'll definitely want something for Juan (especially his Kingdra) and though you'll probably be fine against most of the E4 you'll need better stuff for Glacia/Wallace. I'd rec Lombre (can evolve it now actually), Tentacruel, maybe Exploud if you're willing to grind TMs for it.
