It depends on the individual Pokemon and is not limited by species. You could have a Ralts who's really human like in demeaner and behavior while you have a Gardevoir who's more like a beast or simple pocket monster.

A Ralts could be more intelligent than a Gardevoir or Gallade, its all about if that Ralts spent time developing its smarts and intelligence. Just like how Team Rocket's Meowth is more intelligent than other Meowth and Persian because of how hard he worked and studied to be smarter. So I suppose there's really no limit if they work hard enough.
