Starting things off with is an idea that, for a future game, the three starters are only two-stage Pokemon. Except the truth is, the method to unlock or achieve their third evolution state is a lost piece of history in the setting and a mark of a very special pokemon of that breed. As it turns out, your starter's third evo is actually one of the three Box Legendaries for the game.
