Primarina makes sense looking feminine because it's based on a traditionally female mythological creature like the mermaid. Its femininity can be played out as accidental because it still looks more like an animal than a woman in its shape.
Personally, I don't even think Delphox looks strikingly female, although I dislike its design.
But Meowscarada, that one is so blatant and it has no reason to. It's not like jesters and jugglers are only female.
What the hell is up with its overly feminine waist and thighs? Why does it have the pregnancy hipbones?
And even its animations give it away, why the fuck does it act like a shy schoolgirl who was noticed by her Senpai?
It looks so pointlessly female, it doesn't even have a good believable lore behind it (unlike Primarina that is the equivalent of the sea lions that so happened to inspire the figure of the mermaids, and its design plays with this fact).
