That's eight regions being represented, and there are eight badges and hypothetically eight League buildings (I'll have to check if there's one for each region). Like the plot seems like you weren't challenging Gym Leaders, but each region's Pokémon League Champion to become the Champion of Japan. It's a very interesting premise that I can see them using because they could up the scale for the following Generation and make things international.
