GBA and DS sprites are oversaturated to compensate for the poor lighting on handhelds, they appear normal on the consoles but very bright and vibrant when rendered on a computer monitor e.g. on a webpage or via an emulator. This is true for every handheld game, not just Pokemon. Compare the SNES and GBA versions of Link to the Past for a great example.
The "desaturated" version is literally always how Pokemon were supposed to look. Look at the Sugi art, or the anime, or any of the home console games (Snap, Stadium, Colosseum, etc) that don't have to deal with handheld lighting issues.
