They REQUIRE high base stats that can properly allocate their points in the first place.
Say you have a pokemon with decent atk and special that can reasonably take on the bulk of meta mon.
Do they even have any left over numbers to pour into speed or bulk? No. Of course not. They don't have a pseudo's BST or at least bonus stats from mega evolving.
Now they are at the mercy of their ability, movepool and typing.
Pokemon like minior and aegislash are/were able to run mixed attack sets solely because their abilities let them manipulate their statpools around. Other 400-500 pokemon definitely do not have this luxury.
