As in, no movies to their name, no legendary status, Event download, anime importance or stuff like that? Because i feel like Greninja actually fits the bill for most of these since it caught on really quick and the Smash inclusion was Sakurai's choice, so it wasn't an actual official push. Although i guess you could say competitive prowess counts as some sort of push.
Honestly, the only one i can think of is Stunfisk, and the guy's only popular in Japan.
