If we go with it taking the higher stat, 135 Special is amazing, it resists Blizzard, and 100 Speed is pretty decent. Has access to Amnesia, which is bonkers, especially since it gets Fire Spin too! Trap a special attacker and boost on it for free with your massive special bulk. No good Bug STAB, but does have access to Fire Blast/Flamethrower and Psychic.
Shit physical defense means it can only come in against certain things, and it likes Thunder Wave spam as much as anything else "fast" does, which is to say, not at all. Tauros, Rhydon, and Golem would shit on it. So would Slowbrow and Starmie with no way to effectively hit them outside of MAYBE Mega Drain (it does get Absorb and Giga Drain) at a piddly 40 base power or Solar Beam with a lol turn wait
Overall, probably way too good for UU but probably only decent if played really well in OU
