You could consider genderless Pokémon intersex I guess? Considering genderless mon can breed with Ditto but not with others, it'd work as an allegory I suppose. As most intersex people are either infertile or have an incredibly low chance of actually having kids without medical intervention, and even then it's pretty low in some cases... and intersex being an umbrella term for a fuck ton of conditions.
