Because Gamefreak can't be bothered and always wastes potential. It would have made sense to make a regional variant like Galar Weezing have three heads instead of "TOP HAT AND MOUSTACHE BECAUSE BRITAIN!!!" or for a mega Weezing to have a third mkre toxic head to mix and spew more toxic gas from.
