We go through the Pokémon Tower, it's unchanged and the rival battle is like 20 levels lower than current trainers, I guess we were meant to look for her earlier even though we couldn't get to the top of the tower so there was no reason to go in.
The fourth Gym is Flora, she has Victreebel/Exeggutor/Vileplume, Wrap and Acid clean house. Snek is Lv. 66 and I have 5 Rare Candies stashed away.
