Every region but Hoenn has accessibility within the previous 2 systems (the DS and the 3DS). HG/SS has Kanto and Johto, D/P/Pl has Sinnoh, B(2)/W(2) has Unova and X/Y has Kalos.
At this point, a lot of idiots have traded in their regular DS for the DSi or 3DS, which has no GBA slots, thus no compatibility with the GBA games.
The only way to get all the Gen III Pokémon without a DS is to hunt them down in the Sinnoh to Kalos regional dexes. Sure, that pretty much means we don't need R/S remakes, but it pretty much puts a sheet over Hoenn. With R/S remakes, it makes Hoenn relevant and doesn't confuse new players/children starting with X/Y and it's mentions of various regions.
Like I said, I'm not saying that Hoenn is confirmed. I'm just saying that it should be.
