It's called power creep and it happens every gen, so why is the UU council so afraid of it? It seems they just want to keep things like they were in Gen V because they keep banning stuff left and right until something like Crobat is top tier and then they're like "yeah, this is good" and they repeat the same process every single time a new generation is out. OU changes with every new generation because of all the new threats (just like it's supposed to) while UU stays pretty much the same with like one or maybe two additions because everything else gets quickbanned by the council without any suspect testing. When things like Keldeo, Dragonite and Hippowdon are dropping down to UU, something like Staraptor sure as hell isn't broken.
