The most recent episode of the anime had Chloe/Koharu catching an Eevee that is unable to evolve, and people are assuming it will eventually Gigantamax and/or be an analogue to the partner Eevee from LGPE, so OP is extrapolating from that and the game mechanics and assuming that Ash's Pikachu can't evolve at all because it Gigantamaxed. Seems like a bit of a stretch to me considering that the anime never adheres 100% to game mechanics, and the anime just had an episode discussing Pikachu evolving into Raichu a dozen episodes ago. OP's post is much ado about nothing, but hey, it's a free country.
