I don't think ghetsis and more high rank members of team plasma cared for the "free the pokemon" shit, everything ghetsis did was to fool one person, N.
N being the legitimate heir to the unovan royal family plus being naive and groomed his entire life served as the perfect puppet king, pure enough to wake one of the region's dragons, legitimizing his status.
Notice how the crowd didn't entirely buy ghetsis first speech and cheren plus all gym leaders called on team plasma.
The only person who needs to buy ghetsis bullcrap is N and they succeed on that. BW2 showed this more clearly with the team plasma divide
