This is at the city hall where I live. I always stop by when walking home from the gym. The moment I get to this spot a handful of pokemon immediately spawn. There aren't any lures, I'm only between two pokestops, yet each time I pop by on my walk home the place just erupts with spawns. Also, the spawns don't even seem to be related to each other.
Pic related, this isn't even all of them. There was also rhyhorn and a baltoy that spawned that you don't see.
