The "vast majority" of people wanted it to evolve into something cool and interesting, which they found in Primarina (leaving aside the fact starter evos NEVER ape the base stage as completely as uncreative fakemon designers would have you believe). The modern fan doesn't care for "my mom's animal" starter any more, isn't 'dirge evidence enough?
