Smogon doesn't ban signature moves/abilities to stay consistent. They only ban specific moves/abilities if more than 1 Pokemon has them and >60% of Pokemon with the move/ability are broken.

For example:
>Greninja was broken in Gen 6 due to Protean, but because Kecleon also had Protean and was still a shitmon, Smogon just banned Greninja and not Protean
>Dugtrio was broken in Gen 7 due to Arena Trap, so Smogon banned Dugtrio instead of Arena Trap leading to DIGLETT being used in its place to still decent effect. Dugtrio was unbanned and Arena Trap was banned.
>G-Darm was broken in Gen 8 due to Gorilla Tactics, but since Gorilla Tactics is just a worse version of Huge Power/Pure Power and Azumarill and Medicham aren't broken so G-Darm was banned and not Gorilla Tactics
>Houndstone was busted in Gen 9 due to Last Respects, but it had Last Respects as a signature move until Basculin and Basculegion released. Turns out even shitty lil Basculin was a broken beast with Last Respects, so Last Respects was banned and Houndstone unbanned

If you get in the habit of banning moves instead of Pokemon, it opens up the world of Complex Bans that Smogon desperately does not want. Mewtwo would be viable in OU as long as you banned Mewtwo with Calm Mind/Nasty Plot/Psystrike. Zacian would be viable in NU as long as it was level 70 and couldn't use Swords Dance.
