I'll be very clear on this, I don't think every game should be designed like Legends Z-A, not at all, and I would absolutely welcome the return of more complex dungeons and would like to see the modern mechanics applied to a more structured world instead of a fully open one. I don't fundamentally disagree with your desires. But I find the way you define them annoying. "The open world was filler"? The open world is the point of this game. The city is the point. Engage with the game on what it offers instead of asking every game in the series, ESPECIALLY the experimental sub-series, to be defined by your own expectations.
