It's certainly not "turn based", but I guess it's pretty much like in the anime for the most part, expect for battles with villains and whatnot that would be more like PokéSpe where the trainer is also in danger and have to run around to not get hit by the attacks as well.

(also I think the 4 moves thing is just for gameplay mechanics)
