as for the ingredients you will have to look it up though im surprised its not in the op for shiny hunting, all i know is that you have to use two herba mystical which come from high level raids since they are the things that boost it to level 3 encounter and shiny chance.
Outbreaks naturally have a enhanced shiny chance after around 30 and then 60 kills, once you get to 60 kills you can use the picnic feature to wipe the area of mobs and force a respawn endlessly until a shiny spawns
