In Unlimited (before Shiftry), pic related was very viable. Set it up with PHF Bronzong, then spam Time Control to mill your opponent and make it impossible for them to win.
Most of the LEGENDs ran into the same problems; you can only run 2 of each half since they have the same name, there was virtually no support for them outside of one Stadium, one Item, and a different Bronzong, and even if you got them out they all had an absurd energy cost compared to the rest of the format. They even came out in that sweet spot between Luxchomp and EXs.
