Were you considering using the Pokemon Association at all in your story? It's basically the morally ambiguous PokeSpe government, or branch of government, which functions as a way to divert "blame" for certain events like Rayquaza's capture/release. Similar to how it's apparently Devon Corp's fault that Aster died, either by accident or on purpose. Devon and the Association are these kinds of third party entities in the PokeSpe universe which are neither Dex Holders nor necessarily villains, but affect the plot all the same. Your OC's rage could initially be directed at the Dex Holders, then later directed at (for example) the Association, but then the OC learns "the bigger picture behind it all" or something and eventually runs out of people to blame.
