It's been explained over 9000 times in the threads, it's been for debate since before we even started making the water or fire starters. It's been discussed so much that no one even cares if someone says it, they have replied to it so much that they can't even be bothered responding.
There are 3 points that have been the main issue with adding Tentaquil.
1)

this is a newer thing to prevent Tentaquil being accepted. Even if people wanted it to be put in it couldn't because the dex is already complete and things are only being edited or removed from the dex at the moment.
2)
In previous threads where the dex limit wasn't imposed there was always a notice saying something along the lines of
>only submit Pokémon that you have created
and unless someone could prove that they were the original creator of Tentaquil it couldn't be accepted, and even if it was accepted it would have to go through several surveys.
3)
We already have our own frog Pokémon. Flowger and Bullotus are doing well 67% of people don't have a problem with it and think it should go into the final dex. Why would we use someone else's crappy, parody, mock, stupid frog when we have our own unique ones.
