Cause "catch em all" doesn't JUST mean "get every pokemon ever".
It more accurately means "catch every pokemon in the region" considering you don't catch pokemon that aren't in the given region. You don't even breed them naturally. Literally the only game where you could catch the whole dex was Red/Blue/Yellow. Every game after required you to use some kind of transfer from a past game to do it. That, to me, isn't catching them all, that's just pushing the holes into your game.
All they've done this time is make it so there aren't any holes to fill. Filling the Galar dex will be catching them all.
In case someone wants to shitpost about me being some kind of genwunner, I have played all the games, I just didn't finish the regional dex for Gens 2,3 and 4 because I didn't have anyone to trade with. Online trading made it way more accessible to fill out the regional dex.
