Platonic love &affection is seen through the anime and games with friendships and trusts growing to a point where they will fight harder and stronger due to the bond you share. Romantic love will affect them in a similar measure, just maybe a bit more vigorously, you'd naturally want to protect your trusted lover/romantic soulmate than your trusted and respected trainer.

I like to imagine that the ones who do this have talking Ralts/Kirlias/Gardevois/Gallades, because they probably should.

The problem is the horn, we don't know how it works or if it will harm you, but I have a theory, we've seen Pokemon shapeshift their body parts when using certain moves (See Lucario using Metal Claw to change its hand spikes to claws) it might be possible that the Gardevoir can hug you can its horn won't harm you as they shift it to not harm you.
