Theoretically, if you could incubate every Pokemon you have and immediately re-incubate them upon hatching, the Pokemon in that list, the ones listed with the highest breeding efficiency, would come out on top with the most attack in the long run. But of course, since you can only hatch 4 at a time and everyone needs to level back up to 100 again after hatching, it's not that simple.
I find it interesting that the Deoxys forms are among the worst. They have a surprisingly low attack stat when you consider how high it is in the main series, and each require 4800 egg steps. Not that I care too much considering there's no shortage of fast hatching Psychic-types.
