That feels like bullshit. Still, it could have been worse - I was expecting the starters to get in, but I'm glad they didn't, in the end. With only 400 they would have taken up way too much space. I like plenty of the new mons, though, and I'm fairly certain Pokemon Home will be something fairly Amie/Camp-like where you'll be able to pool your bros and take them too and from the games they're in.
