You aren't racing against an evil team to capture the legendary first. You are seeking out the legendary to they can put out a massive forest fire, or help remediate the barren land. There can still be an evil team, but they are capitalizing on the chaos, not the cause. Make past starters important too as fan service, given the focus on elements.
