Since the Pokemon form is only an avatar of Arceus, isn't it fair to say that this avatar is only just one of the "1,000" hands of Arceus also? And the number 1,000 itself may be just a figure of speech and not literal, as if the number is actually immeasurable.
It's confusing to say what is canon or not in Pokemon. There is also the Gamefreak programmers within Pokemon and trading is commonly talked about, as if some of the characters in the game are aware that they are in one.
