I'd be okay with her if it wasn't for the fact that whenever she's put together with Popplio, he looks like he was adopted rather than being its legitimate child desu.
I'd be okay with the design too if it didn't happen to have details that make it look more feminine rather than ambiguous. In regards to the design itself, the starfish and the head veil feel completely unnecessary and just that alone would make it look simpler and more ambiguous, enough to support the thought of it becoming both a male and a female. The spikes could be seen as something that aids it swim faster underwater. The eyelashes aren't that big of a deal unless someone feels bothered by it enough to switch one of the details I mentioned for them to go away. Taking too much from it might make it too simple.
The Tiger Mask reference is nice, although it feels like we've already stagnated the whole fiery fighter trope and a lot of people have already grown tired of it. Fire/Dark could be a nice twist, but it ultimately wouldn't change much concept wise. If Game Freak plans to go ahead with this, it's a shame, because I know they can do much better than this. Wonky fingers.
Also, its tail is too reminiscent of Emboar's and certain parts of it remind me of him as well.
Owl's okay, but its design screams "all over the place" for me. It feels like too much is going on with its design with its different patterns. If it were made simpler, maybe I'd be cool with it. Wing fingers seem a little bit strange too, how does that even work.
