Pokemon are known to have a language and to be able to communicate among each other. If you want to count the Mystery Dungeon series and anime in as sources it gets even blurrier. Meowth explains in the anime that ANY pokemon can learn to behave like a human (writing, walking on two feet, speech) but most choose to focus on fighting instead. Mystery Dungeon takes it even further and shows towns made and run by pokemon and even pokemon that used to be human. Pokemon are basically just other sapient beings who choose to live simply and fight for cultural reasons.
The movies and shorts have even more intelligent pokemon ranging from a family of eevee who have built an entire home for themselves (Eevee and friends) to a wise grandmother protecting her rather chatty grandson (Zoroark: Master of Illusion). In the latter film Zorura literally talk basically the entire movie. These aren't even legendaries. The legendaries are often smarter (ex: Mewtwo and Diancie).
Besides, Pokemon aren't real. They can do whatever you want because they aren't real and nobody gets hurt from it.
