The position of "surf should be a tool" and "we should survey to see if it should be a tool" is baseless, as we have already had such surveys.
The argument that those surveys were wrong is also fairly baseless, but for sake of arguement, this new survey shouldn't just redo the old survey, it should instead ask if people who took the old survey understood the wording of the question. From there we could decide whether or not a new survey is warranted.
