In the current OU top 500 means 2100~, and in the lower tiers the average player is better than the average OU player, so I think it's ok. If it was top 100 only a few users here would be allowed to talk about competitive, killing the little discussion there is about the topic.
About the ban, I think we all agree thaat it made the board better, but I think it should be allowed in some situations. There's moderation here in /vp/, more than in a lot of boards, so as long as it's not explicit and contributes to the thread, it should be ok.
