First of all, the TM for Ice Beam is in the hidden section of Abandoned Ship / Sea Mauville which requires Dive so you need seven badges for that instead of five. Second, New Mauville can't be reached until your encounter with Kyogre/Groudon so again, you need seven badges for that instead of five. The only reliable, non-tedious way to get a Water Stone is from the shard trader who is near Mossdeep, so near the end of the main game.
