Are we referring more to Proto-May than to anyone else? These two look like rejected Cool/Ace Trainers, being a bit older but comparably put together to the leads, and the Mewtwo faux-pirate could work as Gen 1 delinquent character, but she's the only that makes me go "Oh, that's neat."
