They probably did have retcons in mind with some of the later entries I agree, but the old games seemed to get a similar point across with limited text space.
Without full context hearing what happened to the Slowpoke IS disturbing and it's clearly still taboo to a lot of people in the region, but I guess they wanted to have their cake and eat it too.
Anyways, Pokedex entries could still be taken with a grain of salt too after all. Atrocities and experiments on black womens genitals were done during slavery under the false cover that "they didn't feel pain", demonstably false and horrific but it happened, and that was to another human being.
