Due to how far you are from the witness stand, you can't exactly get a good look at the photograph, only Allister and Kuda can. That being said, you're more than sure you saw ghosts swirling around that house even from the outside. If Allister isn't unable to see any, it might actually point towards photoshop no jutsu... or just an incredibly lucky shot.
