If it was a mistake, they would have been trying to fix it as soon as it happened in Japan. Instead it also happened in Europe and America. The reason they're not damage controlling is because it was deliberate. This is some kind of attempt at viral marketing, which is exactly the kind of thing a company like Niantic would do.
