I don't know what your problem with Fakemon is, they can be done well like in the Vega series. There's good hacks like Gaia (albeit unfinished) and a few decent ones like Prism, Bronze, Blazed and Light Platinum, though I agree that too many of them are either mediocre or awful. There's hacks that use the base games' region and story, but have drastically different gameplay like Altered Emerald or a few of the Touhoumon hacks (the creator of the original Touhoumon hacks eventually went on and made his own indie Touhou fangame called Puppet Dance Performance, which I highly advise you try out if you're looking for a new monster catching game).
