Could it be? Perhaps an attempt at forcing new undiscovered Eevee evolutions resulted in Null, as we see the bug-like arms, dragon-like fin tail, and fighting-like shin guards. It would be in a separate evolutionary line from Eevee because it's not an evolution, just like Manaphy + Phione, or Mew + Mewtwo.
