Ladder players, who make up the vast majority of Smogon's player base, hate stall. They constantly complain about obviously busted shit that ruins the game like Clef and Pex.
When you're playing on the ladder, you don't need to win every match. You just need to win more than you lose. So a faster playstyle where you can play more matches is preferred.
Tournament players, who are a relative minority, love stall. And the council only gives a shit about tournament players. They let tournament players vote to decide what gets suspected.
When you're playing in a tournament, one loss can cost you the entire tournament. Losing has a much bigger cost. So a safe playstyle that rewards consistently good plays rather than deciding everything in a couple of turns is preferred.
