My retarded game headcanon (not applied to the anime) is that almost all the top tier trainers in Galar are actually average/subpar compared to the strongest from the other regions and they just don't know because everyone else that's strong is either burnt out and just coasting by forever, are too humble to go knock Galar down a peg, or are busy with actual work like professional breeding or archaeology. Not saying Leon is actually a shitter, but he'd be lucky to get into the top 10 trainers. Funnily enough afaik some of the best trainers aren't even characters that get circlejerked like Red or Cynthia but the guys in charge of battle cafes or the battle resort.
