Ground was meant to be more of a generic kaiju type, and Gamefreak didn't do enough to communicate Dugtrio's monstrosity. That's why Kanghaskhan was added.
So I suppose you could either make Giovanni a strict Ground type user or else go by the monster logic, which the former retains Dugtrio unless something better is available, while the latter would drop it.
