Game Freak already had a horse in the race since the beginning but with Incineroar's upper hand in popularity and success both in the metagame and merchandising meant that Decidueye had to get the sideline treatment eventually, even though Sakurai only chose Incineroar for Smash because of it's moveset. Game Freak was already vying for the owl way before Smash, he had a guaranteed spot in Pokkén, for example, but Smash was always going to end up having the bigger impact. If we want to salvage Quaquaval from being shunned by TPCi the fans need to capitalize hard on an eventual Quaxly evolution in the anime.
