You give them a percentage of your money based on how many badges you have, ranging from 8 pokedollars on 0 badges, (roughly 50 cents), and 120 pokedollars for 8 badges, (roughly 7 dollars and 20 cents). If you don't have money, then you aren't obligated to pay. Your money is managed by an external source, (we saw this in GSC), so you can't lie about having no money.
