If you have to question why Arceus acted like a retard in earlier media it's because they sort of had an idea of Arceus being a fallible dick like Zeus (see it's movie). They must have realized after it jobbed to an offbrand Kirby boss that they could do better, which is why it just peeked in during the Hoopa movie and got a new take for PLA.
And if you have to question why retconned Arceus didn't literally solve every problem ever, then congrats you found the same fucking question as literally every other big dick divinity in a religion.
