Groudon and Kyogre are ancient warlords whose battle tore apart the land and the sea thousands of years ago. After their battle was interrupted by Rayquaza, they went their separate ways, and instead of organizing world-shattering confrontations, they just bitch at each other. Kyogre is kind of a grumpy/haughty old lady. Groudon is just apathetic about the whole thing.
Rayquaza takes his "duty" of keeping Groudon and Kyogre from killing each other with a large amount of sarcasm, often bemoaning his fate.
